1. STATUT JURIDIQUE DE LA PROVINCE

According to the provisions of article 34 of law 002, the Region is a territorial collectivity with legal personality.

On the basis of this clearly defined institutional and legal framework, the Region’s main mission is to work for sound management of regional administration and to contribute to the development of its territory.

It is with this in mind that organic law n°002/PR/2000 of February 16, 2000 establishing the statutes of Decentralized Territorial Communities, specifying the attributions and operating methods of the different types of territorial authorities, made it possible at the same time the practice of regional development through the development and implementation of a development plan. Because they are responsible for the development of the economy, the promotion of socio-cultural and sporting values ​​as well as the strengthening of local democracy and unity at the level of the Province. 

2. LA CREATION DU COMITÉ DE GESTION DES REVENUS PETROLIERS

Après plusieurs années d’exploitation du pétrole, le Logone Occidental est doté du Comité de Gestion des Revenus Pétrolier, par Décret N° 2601 du 19 Août 2022 afin de gérer les ressources affectées à la région.

 

 Pour bien organiser ses activités, il s’est appuyé sur les Plans de Développements Locaux (PDL) et les Plans de Développements Cantonaux (PDC) disponibles, avec les services essentiels des Consultants multisectoriels pour faire un diagnostic socioéconomique dans les 4 départements de la région, dans une démarche participative avec tous les acteurs.

 

 Cette démarche de concertation avec les différentes couches de la population a permis au comité d’identifier les besoins et les projets prioritaires. Mais pour leur mise en œuvre, les principales difficultés restent les suivantes :

  • l’insuffisance des ressources financières affectées à la province,
  • le manque d’autres sources de financement,
  • le faible taux d’alphabétisation, et la formation professionnelle
  • le manque d’infrastructures socio-culturelles,
  • le manque d’infrastructures sanitaires, etc…

 

 Le recherche des partenaires techniques et financier pourrait être essentiel dans le combat vital contre la pauvreté, afin de permettre l’épanouissement des populations.

3. LES MEMBRES DU COMITÉ

The Committee is composed of ten (10) members as follows:

  1. A president: a resource person appointed es personae by the President of the Republic
  2. The Governor of the province, designated in his capacity
  3. A Deputy designated by the President of the National Assembly from among the deputies of the province
  4. A representative of municipal councilors elected among his peers
  5. A representative of the province’s women’s associations elected among her peers
  6. A representative of the traditional chiefdoms of the province elected among his peers
  7. A representative of the religious denominations of the province elected among his peers
  8. A representative of the province’s youth associations elected among his peers
  9. The provincial delegate of the Ministry in charge of finance, designated in this capacity
  10. The provincial delegate of the Ministry in charge of oil, designated in this capacity

3.1 Les membres du Comité ont ensuite mis en place du bureau du Comité composé de

  1. Un Président : le Président du Comité
  2. Un Vice-président : le député
  3. Un Rapporteur principal : le représentant des jeunes
  4. Un Rapporteur 1er Adjoint: le représentant des chefferies traditionnelles
  5. Un Rapporteur 2ème Adjoint; le représentant des confessions religieuses

3.2 En ce qui concerne la composition de la Coordination, elle est la suivante:

  1. Un Coordonnateur
  2. Un Chef de projet
  3. Un Assistant administratif et financier
  4. Un Assistant en passation des marchés
  5. Un Chauffeur
  6. Un Planton

C’est cette composition qui est décrite dans le décret 1911 portant composition, organisation et fonctionnement des comités de gestion des revenus pétroliers affectés aux provinces productrices. Mais pour les besoins de services, nous avons ajouté deux chauffeurs et une technicienne de surface.
